This consist of two cars was parked in Sargans on 16th of June 2005. They are part of a campaign to avoid accidents at work. Inscriptions describes SBB 60 85 99-33 941 as "Sicherheitschuhanmesswagen"- a German word-monster which is not really translatable. Maybe the Italian or French inscription will help you: "Carozza misurazione delle scarpe di sicurezza" or "Wagon de mesure des chaussures de sécurité".
