Somewhere between Herisau (Appenzell Ausser Rhoden) and Appenzell (Appenzell Inner Rhoden) along the Appenzeller Bahnen, this sign tells passengers waiting at a station, that the train will only stop if passengers wave their arms widely, eg one meter from side to side.
A similar operation exists along the Salzburger Lokalbahnen, where train passengers have to signal the train to stop, by pressing the direction button and a red light flashes to tell the train to stop for the passengers.
