This is a car of the DB fire brigade. Equipped with two pumps,
a foam tank, fire hoses, a monitor and other things, it can be
used to fight fires on or near tracks. The train is completed
with a diesel engine (probably class 290 or similar) an two
tank cars, containing 48.000 l of water each.

these and another car carrying the equipment form a fire train.

This "thing" looks as if once it has been a tender.
Today, the DB fire brigade uses it for exercises, there is
still foam on it.

Hilfszug Dresden (emergency train) in Dresden Hbf. This train, which is in
service since DR times but has only recently been repainted in traffic red,
was built to help in case of derailments and other incidents. It consists of
two rebuilt 2-axle freight cars and a 4-axle passenger car, connected with
gangways, with a cab on each end. The car in front has a diesel generator
behind the ventilation grille.
