Built in 1948 by the Khar'kov Workshops, as a version of Class TE1 more suited to the very low temperatures of the Far North.

Mainly used on the Moskovsko-Kurskaya, Orenburgskaya, Severnaya and Turkestano-Sibirskaya railways.
