The JZ class 731 (HZ 2131) represents a series of diesel-hydraulic C frame-locomotives designed for shunting and hauling light trains. They were manufactured by Gjuro Gjakovic Works under the licence of Jenbacher Werke of Austria. The first set of units 001 to 006, carrying the serial number 730, was built by Jenbacher Werke, and these were the first locomotives purchased by Railway Direction of Zagreb. They are characteristic for their reliability, easy and comfortable operation and easy maintenance.  

There were major difficulties with maintenance of transmission systems produced by different manufacturers, and therefore it was proposed in 1979 to unify the hydraulic transmission and inter-transmission of the Voith type, as it was on the 732 class. Financial problems hindered the reconstruction until end of 1984. By this modification, the 731 series adopted the same power as the 732 series, and eventually there was a unique shunting series.

The conversion started in December 1984 with unit 731-111 and was planned for further four units. A new 4-tact diesel-motor Pielstick 6 PA 4V—185 VGG was built in. The unit 731-121 adopted 12-cylinder 4-tact diesel-motor JW C 240 S donated by Jenbacher Werke for a comparison. A unique hydraulic transmission Voith L3r4-U2 was installed, and all this inaugurated a new class: 732-001, 002, 003, 004 and 005 (finished by end of 1989). It should be noticed that with the establishing of Croatian Railways and introducing of new numeration, these five units adopted the following numbers: 2132-101, 102, 103, 104 and 105, thus constituting the more recent subclass 100 of the series 2132 (former 732). This overhaul was continued in 1994 with 2131-009 (ex 731-119), converted into 2132-106; and with 2131-006 (ex 731-103), converted into 2132-107.

Today, there are only six units of the original 2131 (i.e. JZ 731) series preserved at Croatian Railways.
