 This engine was derived by reconstruction of the HŽ 1141-039 unit (the ex-JŽ 441-082). The overhaul was accomplished by Končar Electric Works in 1997. The process was preceded by an exhaustive financial analysis and a technical study of the possible improvements of the existing 1141 series. The single prototype was intended to represent a milestone in the future optimization of the 1141 series, which then would become apt for exporting as well. The changes included modification of the main and the auxiliary electric traction motors, as well as the alterations of operation and safety system.

This locomotive was originally intended to introduce a new 1143 series, and was initially marked as 1143-001. However, it has been eventually assigned the number 1141-301, in accordance to the antecedent reconstruction policy, e.g. the overhauled units of the 2132-100 series established the new 2132-200 subseries. Once all the improvements have been accomplished, this unit still remains inferior to the thyristor 1142 series. Although the nominal max. velocity of the unit 1141-301 amounts 120 km/h, it can be upgraded to 140 or 160 km/h by replacing the reductors. However, the unit is interesting for its unique livery scheme representing the colors of Croatian flag. The first presentation of this locomotive was on 11th November 1996 at Zagreb Glavni kolodvor. On 11th February 1997 the locomotive was tested on Zagreb - Koprivnica line.
